A participant name withheld has called the attention of agricultural stakeholders to the incomplete handling over process of senior retirees from the Federal Ministry of Agriculture and Food Security ( FMAFS).
This act is said to have been hindering continuity of program and policies' implementation of national food security as most recently retired officials had refused to property hand over all the government implementation documents to continue the process after their official retirement.
This practice has created great concern in the FMAFS due to weak institutional memory, poor record keeping and lack of sustainability in government programs towards food security.
The cause was that retired officials have refused to properly hand over government documents in their hands thereby disrupting continuity of the food security process
To this end, a call for urgent stronger synergy among departments, division and units within the ministry to improve coordination and ensure continuity of government policies and projects for food security has been made.
Retired senior officers of ministry were particularly accused of non proper handling over, and thereby leaving behind the gap of institutional memory.
It was said that " When a director retires, there is no proper documentation for the next director to follow up. Some people deliberately keep information to themselves so that the ministry will have no option than to call them as consultants when the need arises.
This act has resulted to a culture where former officials are frequently brought back as consultants because of vital information they have refused to properly hand over before retirement.
