The members of the technical sub committee on crop varieties yesterday in Ibadan, Oyo state refused to take requests of four barley candidates from the Institute for Agricutural Research (IAR) for official release., reason being lacking collaboration with the Institute that has the genetic crop mandate.
The Chairman of the Technical Sub-Committee, Prof. S.G Ado in agreement with his members unanimously declined the four barley varieties which they believed giving an audience would amount to violation of laid down rules of research institutes' mandate crops.
The IAR representatives led by Prof. Muhyideen Oyekunle have argued that Ahmadu Bello University ( ABU) was in partnership with a Non Governmental Organization ( NGO) from USA to fund the new varieties while the technical committee insisted on their collaboration with Lake Chad Research Institute ( LCRI) who has the mandate right of barley since it had been moved from IAR many years ago.
Speaking on behalf of the Executive Director, LCRI, Dr. Z. G.Turaki pointed out that his boss was not happy about the incident as he expressed ( Prof. Baba Gana Kabir) was on his way to the event from Maiduguri.
Following the varieties regulatory release principle in collaboration with the Institute that has the genetic crop mandate, the chairman of the Technical Sub-Committee ( Prof. Ado) stepped down discussion on the barley candidates that was brought by IAR for registration and release.
Very good and appropriate decision by the Technical Subcommittee of the Variety Release National Committee. It should be enforced and continued for all new varieties/species destined for release!

NGOs or foreign organization should not dictate for Nigeria. The presenter needs to read through the lines and uphold integrity and just varieties released. Let uphold collaboration and not competition

ReplyDeleteI want to add that IAR has more than enough at hand; therefore should have invited LCRI to take up the development of this crop from the outset, rather should have made the international partners and sponsors register that protocol.
ReplyDeleteSuch will constitute mutual respect amongst professionals.
As it's mentioned in my earlier comment that we all know that IAR has much more than enough crops on hand; I'm also double sure that this honourable decision is documented; yet, a letter should be issued and the copy appropriate quarters.
