NPPAN chooses new election date

National Palm Produce Association of Nigeria (NPPAN) has slated August 28 and 29, 2019 for board members’ meeting and the election into executive posts of the association. The President of the association, Engr. Henry Oladunjoye told food farm news in Abuja.

Engr. Oladunjoye said the new dates were a unanimous decision taken by the official of the Federation of Agricultural Commodity Association of Nigeria (FACAN) and NPPAN and that as regards the new dates, all interested candidates into elective positions were free to obtain form as at a cost. ELETORAL PROCEDURES/GUIDELINES

GENERAL

1) The sales of nomination form have commenced.

2) Closing and submission date of nomination forms shall be on or before 27th August, 2019

3) Annual General Meeting and Election date is fixed for 28th and 29th August, 2019

4) After the election, any aggrieved person can opt to send a petition in writing to the election tribunal within 7 days after the election.

5) An election tribunal shall be appointed with 14 days immediately after the election.

6) The election tribunal shall hear the petition(s) of any aggrieved candidates(s), conclude and write its reports within seven (7) days of its first and only sitting.

7) The vote pattern shall be by open ballot system or as determined by members.

8) The election venue shall be communicated to all candidates at least seven (7) days before the election date.

9) The annual membership due for 2019 is N2,000:00 (Two Thousand Naira Only)
10) Number if delegates per each of the 24 producing states shall be five (5) delegates each.

11) The State Chairmen/Chairperson/Coordinators of each state MUST lead the five (5) delegates(inclusive him/her) to the election hall.

12) Delegates must also be financial members in their various state. A non-financial delegates shall be disqualified.

13) Choosing of the five (5) delegates that will vote at the election shall be done amongst themselves from each states.

14) Where the delegates failed to agree, such state shall be automatically disqualified.

15) A winner of any position shall be determined by a simple majority of the votes.

RESPONSIBILITIES OF CANDIDATES
1) To pay for their nomination form.

2) Must be a financial member of the National Palm Produce Association of Nigeria (NPPAN) before he/she can be legible to contest.

3) He/she must also be a stakeholder in the Palm Produce industry in Nigeria.

4) A candidate nomination form must be referenced/signed by one recognized member of the National Palm Produce Association of Nigeria (NPPAN).

5) It is the responsibility of candidates and referees to ensure that they are both financial members.

6) A non-financial member or a non-member of the Association SHALL be disqualified from contesting for any position, unless he or she been given a waiver to contest by the National Executive Council of NPPAN.

7) A non-financial member or a non-member of the Association SHALL NOT be allowed to reference a candidate.

RETURNING OFFICER
1) Notify voting delegates of the call for nominations for various vacant positions.

2) Ensure the preparation of the election, accreditation, security and other logistics are properly put in place.

3) Appoints at least two (2) people to assist during the election.

4) Deal promptly with breaches of the Association bye-laws and electoral processes and make written report to the NPPAN National Executive Council.

5) In the event of a tied vote for any position, the Returning Officer shall order for a re-run to be conducted immediately.

6) The results of the ballot shall be declared and announced by the Returning Officer at the venue.

7) A memo from the Returning Officer shall be forwarded to the NPPAN National Executive Council with seven (7) days after the election indicating the names of the winners of the various positions in the just concluded election.
