NCAM bill passes second reading at the National assembly

The Lower chambers of the National Assembly led by Hon.YakubuDogara  has passed the second reading of a bill asking for a new Act to empower  National Agricultural Mechanization Centre (NCAM) to effectively perform its function through funding to researching into simple agricultural tools that will reduce drudgery in the farm.


Moving the motion, Hon Engr. Abdullahi Umar Farouk, representing BirinKebbi –Gardumawa said the amendment of the bill into a new act for NCAM would enhance the agricultural commercialization of President MohammuduBuhari and poverty eradication saying the new act is meant to allow the Institute to perform optimally in providing simple affordable tools for farming.

Hon. Umar farouk further argued that the new act would hasten agricultural growth with provision of friendly environment for the private sector in the mechanization process tools provision  thereby stressing the for more funding for the centre.

 He said in his words while moving the motion that “Mr. Speaker this act was initially promulgated by the military decree of No 25 of 1990, and further adopted by an act of the parliament in 2004. The amendment of this will provide for acceleration of agricultural mechanization through promotion, expansion, manufacture of indigenous farm tools equipment for private sector participation in agriculture mechanization and rurual technology and the need for funding the centre for further major matters. In deed the issue of agricultural revolution in Nigeria today is a national challenge that must be addressed by this bill and issue of poverty. 

That is why the existing act and the decree was critically examined for better repositioning for proactive act that will serve the purpose of the intended agricultural revolution of the current administration of President MohammuduBuhari. Hon collegues, by mechanization, we are going to have chains of production that will reduce drudgery and fatigue and human labour with quick service delivery”

Hon. Farouk  lamented on the incapacity state of NCAM presently  saying “ currently NCAM has not performed veritably well as it shold be as one of the reasons is because the Act guilding them is not proactive to make it so and this has to be corrected in order to get them in line of the international practice.”

Supporting the motion Hon. EngrSolomomMaren from Mangu Constituency in Plateau state said that the new act would promote private sector partication, commercial agriculture and research development of mechanized system and more funding for the Centre ” we have touch some few sections of the bill, we have mended section 2, 8, 9,io, 15.

 All these sections stand to improve the present mechanization of our traditional agriculture towards reducing so much man power in farming. Also the section 15 of the bill wishes to achieve a special funding for the centre more performance in area of research commercialization. I wish the Honourable members support this bill passes through the second reading so that 70% of Nigerians who are farmers will benefit from it”
