Governor Samuel Ortom of Benue state has demanded that Federal Ministry of Agriculture and Rural Development (FMARD) money allocated for rugga settlement contracts be investigated by Economic Financial Crime Commission (EFCC), since many of the sites allocated were not allowed to take off.
The Executive Governor said this on African Independent Television (AIT) yesterday evening while rejecting the water resources bill that resurfaced again after year 2018 rejection.Samuel Ortom who also threatened to take legal action against the National Assembly on the controversial water resources bill, stressed that EFCC should investigate the money allocated to ruga contracts of the FMARD which were not executed as a result of rejection by many states of the federation with Benue-state in particular.
Ortom asked about the where-about of the money meant for rugga settlement contracts by the FMARD which was rejected by many Nigerians last year, saying the EFCC must go into finding where the money was kept.
He said the water resources bill has the resemblance of ruga settlement which was intended to take over the people’ lands saying all effort would be exploited to ensure that the water bill did not fly, stressed that it has contradicted the Federal Government (FG) land use act.
The Executive Governor went further that it was only through the amendment of the constitution that anything could be done to alter the land use act of the FG, saying the water bill has been rejected since 2018, wondering how it has come through the back door to cause confusion in the country again. He promised to take a legal action against the National assembly if they did not desist from pushing the bill.
According to him ‘’ You bring water resources bill, i try to inquire from members of the National Assembly from the Benue state, and none of them accepted the bill to return when it was suggested in 2018, i told them this is wickedness, you now want to control the water ways and extent it to three or four kilometre, so that Government house will be under Federal Government. For what? This is against the constitution of the Federal Republic of Nigeria. The land use act is in the constitution and the only way to amend it is when there is constitutional review, and two third of the states of the federation will have to endorse before you can do any review. If National Assembly continued with this after my advice to them i will take them to court’’
In the same vein, the Labour Union on the leadership of Ayuba Wabba has rejected the same bill saying it was very controversial.
